Animal Refuge Foundation of Wayne County has three main goals:

1) Encourage adoptions of rescued animals.  Fostering is the key to saving unwanted animals.  ARF and its devoted volunteer team of individuals work through a network of volunteer foster homes.   Animals rescued from a County Animal Control facility or Owner Surrender are placed in approved foster homes where they receive loving care until adoptive homes are found.

2) Actively promote low cost spay/neuter programs.  Spaying and neutering is the solution to an overpopulation of unwanted pets; Every dog and cat accepted by ARF for its program will be spayed or neutered.  This is the first step in reducing the number of unwanted and abandoned animals.  ARF also provides reduced rate spay/neuter procedure programs.

3)  Provide community education about the problems of homeless pets.  Public education is the key to success; Each month many unwanted dogs are euthanized at  Animal Control facilities across Georgia. Working with the these facilities and promoting public education and awareness, ARF will work to reduce the number of unwanted dogs and cats in and around Wayne County.

Who We Are

Animal Refuge Foundation (ARF) is an all-volunteer, 501(c)(3) non-profit organization. Our primary mission is to place unwanted dogs and cats into loving, caring homes. ARF is a licensed animal rescue operation through the Georgia Department Of Agriculture. 


Animal Refuge Foundation guarantees that every dog it rescues receives basic health care, which includes standard vaccinations, microchip, heartworm prevention, and is spayed or neutered by our licensed veterinarian.

Our Foster Homes

ARF seeks to identify safe foster homes for rescued dogs and cats until permanent homes are secured through our adoption program. All foster homes are inspected on a regular basis and all possible precautions are taken to ensure each dog is placed in a safe, loving adoptive home.
